RES Surcharge
According to the Ordinance on the Compensation Mechanism (german: Ausgleichsmechanismusverordnung, AusglMechV) of July 17, 2009, end consumers are charged a nationally uniform RES surcharge pursuant to § 3. This RES surcharge is to be published by the transmission system operators by October 15 of a calendar year for the following calendar year. The RES surcharges are as follows:
The RES surcharge for 2011 is 3.530 cents per kilowatt-hour and as of January 1, 2011, it is to be paid for each kilowatt-hour used by the end consumer.
For electricity that falls under the special compensation regulation pursuant to §§ 40 et seq. of the RES Act, the Federal Office of Economics and Export Control [Bundesamt für Wirtschaft und Ausfuhrkontrolle (BAFA)] can limit the RES surcharge to 0.05 ct/kWh pursuant to § 6, Para. 1, No. 1 of the AusglMechV.

The RES surcharge for 2010 is 2.047 cents per kilowatt-hour and as of January 1, 2010, it is to be paid for each kilowatt-hour used by the end consumer.

Pursuant to § 7, Para. 4 of the Ordinance on the Compensation Mechanism (AusglMechV), the transmission system operators are obligated to publish monthly and annual revenues and expenditures on the website.
